Expands evaluation criteria for inmate canteen service proposals submitted to the Department of Corrections to require fair and reasonable pricing that is comparable with other states.

Requires the request for proposals to describe the department's expectations regarding commissions, pricing, and quality assurance for inmate canteen services.

Mandates that the Inmate Welfare Fund Committee evaluate all proposals using consistent criteria and present recommendations to the Department of Corrections for final selection.

Requires contracts to include performance evaluation standards, with the first evaluation occurring after six months and subsequent reviews as determined by the department.

Takes effect July 1, 2016.
