Requires the Department of Corrections to provide direct written or electronic notice to the City of Jackson's chief of police prior to release of any offender who will be released in the city.

Maintains existing notification requirements to sheriffs and police chiefs in the county and municipality where an offender was convicted and where they will be paroled.

Requires special identification and notification procedures for offenders convicted of arson, with prominent marking on release notices and notification to arson investigators.

Authorizes the Department of Corrections to establish a pilot program with the City of Jackson utilizing the Fresh Start Program to determine best services and practices for ex-offender re-entry.

Takes effect July 1, 2016.
