Prohibits relocation, removal, disturbance, alteration, renaming or rededication of war-related statues, monuments, memorials and public items dedicated to military figures, events, organizations or units on state and local public property.

Allows governing bodies to move memorials to more suitable locations for preservation, protection, care, repair or restoration purposes without penalty.

Imposes personal liability on governing body members who vote for or cause actions violating the prohibition, with exceptions for votes to relocate memorials to more appropriate display locations.

Establishes penalties of $10,000 fine, six months jail time, and payment of all restoration or relocation costs for violations of the prohibition.

Effective July 1, 2016, with exemption for items on property owned by the Mississippi Transportation Commission that interfere with transportation facilities.
