House Bill 34 Summary

• Requires financial advisors appointed by the State Superintendent of Education to manage selected school districts' expenditures to be classified as independent contractors unless they are State of Mississippi employees.

• Clarifies that conservators appointed to school districts under state of emergency provisions shall have their salaries and related conservatorship costs reimbursed by the local school district from funds other than adequate education program funds.

• Designates conservators and financial advisors determined by the Deputy State Superintendent of the Mississippi Recovery School District as independent contractors after State Board of Education approval.

• Effective July 1, 2016.
