Amends Section 43-21-105 of the Mississippi Code to revise the definition of "child" and "youth" under the Youth Court Law.

Raises the age threshold from 18 to 19 years old when referring to a child who has committed or is alleged to have committed a "delinquent act."

Maintains the 18-year-old age limit for "child" and "youth" in all other contexts under the Youth Court Law.

Preserves existing exceptions that children under 18 who are on active military duty or married are not considered "child" or "youth" for purposes of the chapter.

Takes effect July 1, 2016.
