Authorizes issuance of up to $40,500,000 in state general obligation bonds to fund construction, furnishing, and equipping of a Department of Public Safety headquarters building in Rankin County adjacent to the Mississippi Crime Laboratory and State Medical Examiner office.

Creates a special "2016-2017 Department of Public Safety Headquarters Building Construction Fund" within the State Treasury to receive and disburse bond proceeds, with unexpended amounts and investment earnings remaining in the fund rather than reverting to the General Fund.

Limits bond issuance to no more than $26,500,000 before July 1, 2017, and prohibits any bonds from being issued after July 1, 2020.

Establishes that bonds are general obligations of Mississippi with full faith and credit pledged by the state, with bonds bearing interest at rates not exceeding limits in Mississippi Code Section 75-17-101 and maturing within 25 years.

Authorizes the State Bond Commission to determine bond form, terms, sale method, and handle issuance details, with proceeds used solely for project costs and sale-related expenses.
