MS HB36

Prohibits school boards in districts with accountability rating grades of "D" or "F" from denying student transfer requests to better-performing adjacent school districts upon receipt of a written petition from a parent, legal guardian, or individual in loco parentis.

Requires transfer petitions to only state the request for release from the current district and identify the receiving district, without additional requirements.

Mandates the receiving school district verify the transferring district's accountability rating grade before accepting students from "D" or "F" rated districts.

Requires the receiving district to accept students from poor-performing districts and request per pupil expenditures allotted to the student from the transferring district.

Takes effect July 1, 2016.
