Reenacts and extends the Mississippi Dyslexia Therapy Scholarship for Students with Dyslexia Program, which provides scholarships for students in grades 1-6 diagnosed with dyslexia to attend alternative public schools or eligible nonpublic schools offering specialized dyslexia instruction.

Establishes that scholarships equal the Mississippi Adequate Education Program base student cost, with payments distributed in 12 equal installments upon verification of enrollment and attendance.

Requires local school districts to screen students for dyslexia in spring of kindergarten and fall of grade 1, with evaluations conducted by licensed psychologists, psychometrists, or speech-language pathologists.

Clarifies that psychometrists must be licensed by the Mississippi Department of Education in accordance with Chapter 31, Title 73, Mississippi Code of 1972.

Repeals the automatic repeal provision (Section 37-173-31) that would have terminated the scholarship program, making it permanent.
