Amends the definition of "dealer" in Mississippi's motor vehicle title law to include persons engaged regularly in buying, selling, or exchanging all-terrain vehicles.

Requires all-terrain vehicle dealers to furnish purchasers with a title application without charge and submit required documents to the Department of Revenue for title issuance.

Allows owners of all-terrain vehicles purchased before July 1, 2016, to voluntarily apply for a title, and permits casual purchasers to voluntarily apply for titles at any time.

Establishes a misdemeanor penalty not exceeding $500 for dealers who fail to comply with title requirements for all-terrain vehicles.

Effective date: July 1, 2016.
