Establishes a new "cultural and educational center" permit authorizing sale of alcoholic beverages on premises only during activities, classes, or events at the center and only to patrons of those activities.

Defines "cultural and educational center" as a nonprofit establishment in a National Register of Historic Places building within a qualified resort area that conducts activities, classes, and events in visual, performing, literary, musical, media, crafts, culinary arts, or other public arts.

Creates a limited exception to the 400-foot distance restriction (100 feet in commercial/business zones) on alcoholic beverage sales near churches, schools, kindergartens, and funeral homes specifically for cultural and educational center permits.

Sets the annual permit fee for cultural and educational center permits at $225.00.

Effective July 1, 2016.
