Tax collectors cannot require a Mississippi driver's license as a condition for vehicle registration if the person provides valid government-issued identification from any U.S. state, territory, or the District of Columbia.

Nonresident persons may operate a motor vehicle in Mississippi for 60 consecutive days with a valid out-of-state driver's license before being required to obtain a Mississippi driver's license.

Any nonresident person operating a motor vehicle in Mississippi remains subject to all provisions of the state's motor vehicle laws except for the 60-day license exemption period.

The act takes effect July 1, 2016.
