Amends Section 57-1-301 of the Mississippi Code to expand the definition of "capital improvements" eligible for the Local Governments Capital Improvements Revolving Loan Program administered by the Mississippi Development Authority.

Adds municipally owned or operated natural gas producing, generating, transmission, and distribution systems to the list of eligible capital improvements.

Allows loan funds to be used for construction, renovation, upgrades, additions, and improvements to municipal gas systems for the purpose of expanding and extending services into additional areas.

Takes effect July 1, 2016.
