Requires school districts with "D" or "F" accreditation ratings to develop policies addressing causes of student underachievement related to home environment, physical and mental preparation for school, and parent-teacher communication.

Mandates all teachers include a parental involvement grade on student report cards for K-12 students, assessed on parent responsiveness to conferences, homework completion, attendance/tardiness, and overall grades, with an appeals process through local school boards.

Requires schools with "C," "D," or "F" ratings to adopt policies mandating daily homework and reading assignments, school uniforms, professional teacher dress codes, parent participation in school services, and parent-teacher conferences at least twice per nine-week term.

Requires alternative school programs in lower-rated districts to operate minimum 8 hours daily plus one Saturday monthly for "Attitude Adjustment Day" with mentors and community volunteers, and allows community service participation.

Mandates school districts conduct basic needs assessments for students with behavioral episodes or referred to alternative schools and refer them to appropriate state or local agencies within 72 hours of referral.
