Establishes the right of every person in Mississippi to pay directly for lawful health care services and purchase health insurance from their chosen provider without penalties, taxes, fees, or fines.

Prohibits public officials and state agencies from imposing, collecting, enforcing, or effectuating any penalty, tax, fee, fine, or punishment against individuals or providers who exercise these health care rights.

Defines "direct payment" as payment for health care services without a public or private third party (excluding employers) paying any portion of the service.

Excludes from the act's provisions: requirements for providers to perform certain services, laws regulating what health care services are permitted, workers compensation laws, and health care system terms that do not compel participation or punish direct payment arrangements.

Authorizes the Attorney General to take action to defend or prosecute rights protected under this act and declares any law in conflict with these provisions void from inception.
