Authorizes Mississippi residents to purchase distinctive motor vehicle license tags identifying them as supporters of the Coahoma Community College Foundation, with design prescribed by the Department of Revenue in consultation with the foundation.

Imposes an additional $30.00 annual fee for distinctive license tags (in addition to all other taxes and fees), collected by county tax collectors and remitted monthly to the Department of Revenue.

Distributes collected fees as follows: $24.00 to Coahoma Community College Foundation, $1.00 to Mississippi Burn Care Fund, $2.00 to State Highway Fund, and $1.00 to the special fund created in Section 27-19-44.2; tax collectors retain $2.00 per tag for county general fund.

Allows replacement distinctive license tags for $10.00 in case of loss or theft, with 5% of replacement fees retained by tax collector and remainder distributed according to the same formula.

Takes effect July 1, 2016.
