• Authorizes operation of low-speed electric vehicles (4-wheeled, maximum speed 20-25 mph complying with 49 CFR 571.500) on public roads and streets with posted speed limits of 35 mph or less, though crossing higher-speed roads is permitted.

• Requires operators of low-speed vehicles to hold a valid driver's license and allows counties, municipalities, and the Mississippi Transportation Commission to prohibit operation on their roads if deemed necessary for safety.

• Classifies low-speed vehicles as motor vehicles for purposes of Mississippi vehicle registration, licensing, and taxation laws.

• Amends sections 63-1-7, 63-3-103, 27-19-3, 27-19-48, 27-19-56, and 27-51-5 of the Mississippi Code to incorporate low-speed vehicles into existing motor vehicle regulations.

• Takes effect July 1, 2016.
