Eliminates the Department of Revenue's authority to be the sole wholesale distributor and seller of alcoholic beverages in Mississippi, effective July 1, 2016.

Authorizes private wholesalers and manufacturers to distribute alcoholic beverages directly to retailers and other authorized entities, replacing the previous state monopoly system.

Adds a new "wholesaler's permit" category allowing private entities to sell, distribute, warehouse, and transport alcoholic beverages to manufacturers, wholesalers, and retailers.

Updates numerous code sections to remove references to the Department of Revenue as the exclusive distributor and adjust permitting, tax, and regulatory requirements for the new private wholesale system.

Maintains the Department of Revenue's regulatory and enforcement authority over the alcoholic beverage industry through the Alcoholic Beverage Control Division.
