Allows motor vehicle owners, operators, or drivers to bypass an inspection station if unable to completely exit a highway, road, or street due to vehicle obstruction when reaching the exit lane.

Permits bypassing without criminal or civil fine, penalty, or violation, provided the driver stops at the next inspection station on their planned route.

Applies this bypass provision to inspection stations under multiple regulations: carrier inspections, motor vehicle privilege licenses, gasoline transportation, weight enforcement, and motor carrier regulations.

Amends six sections of Mississippi Code (27-5-77, 27-19-79, 27-19-93, 27-55-57, 63-5-49, and 77-7-311) to add identical bypass provisions.

Effective date: July 1, 2016.
