House Bill 431 Summary

• Authorizes operation of low-speed vehicles (four-wheeled electric or gasoline-powered vehicles with top speeds between 20-25 mph) on public roads and streets with posted speed limits of 35 mph or less in residential neighborhoods or subdivisions, but prohibits operation on US/state highways.

• Requires low-speed vehicle operators to possess a valid driver's license and proof of financial responsibility; permits counties, municipalities, and the Mississippi Department of Transportation to prohibit operation on roads under their jurisdiction if safety concerns exist.

• Mandates that low-speed vehicles be registered with the Department of Revenue and issued license tags (6 inches wide by 3 inches high); allows personalized and special license tags for low-speed vehicles under existing provisions.

• Requires applicants to submit manufacturer's statement of origin for new low-speed vehicles; for retrofitted vehicles, applicants must provide signed affidavits and certificates of inspection from the Department of Public Safety (with $75 inspection fee).

• Exempts operators from driver's license requirements when operating low-speed vehicles or golf carts on private roads or golf courses; takes effect July 1, 2016.
