Mandates that an election must be held before county boards of supervisors issue bonds for purposes enumerated in Sections 19-9-1 and 19-9-3, removing the previous option to issue bonds without an election if no protest was filed.

Requires the board of supervisors to publish a resolution of intent to issue bonds once weekly for at least three consecutive weeks in a newspaper published in the county, with notice posted at three public places if no newspaper is available.

Mandates that municipal governing authorities hold an election before issuing bonds for purposes enumerated in Section 21-33-301, eliminating the previous provision allowing issuance without an election absent a formal protest.

Requires municipal clerks to publish notice of bond elections once weekly for at least three consecutive weeks in a newspaper, with the first publication at least 21 days before the election and the last no more than seven days before.

Takes effect July 1, 2016.
