Establishes procedures for disposing of abandoned vessels left with dealers, repair services, or wrecker services for more than 40 days, or left unattended on public property for 5+ days.

Authorizes vessel dealers, repair services, and wrecker services to sell abandoned vessels by public auction or dispose of them if worthless, after obtaining two written statements from licensed dealers confirming no market value.

Requires notification to lienholders within 10 days of vessel receipt and to registered owners by registered/certified mail or newspaper publication (3 weeks) that the vessel will be sold within 30 days unless claimed.

Directs net proceeds from vessel sales (after deducting repair, towing, storage, and sale expenses) to escheat to the county general fund or municipality general fund, with detailed reporting to the chancery clerk required.

Mandates inquiry with the Mississippi Commission on Wildlife, Fisheries and Parks before vessel disposition to verify compliance with Mississippi Boating Law of 1960 and proper certificating procedures.
