Allows network pharmacies and pharmacists to decline providing brand name drugs, multisource generic drugs, or services if reimbursement from the pharmacy benefit manager is less than the pharmacy's acquisition cost for the product.

Requires network pharmacies or pharmacists that decline to provide a drug or service to provide customers with information on where the prescription may be filled instead.

Directs the State Board of Pharmacy to adopt rules and regulations by October 1, 2016, to implement this provision and address pharmacy service access in rural or underserved areas.

Removes the July 1, 2016 sunset dates (repealers) from existing pharmacy benefit manager licensing and financial examination requirements in Sections 73-21-157 and 73-21-159, making those provisions permanent.

Maintains existing requirements for pharmacy benefit managers to use current reference prices, update pricing at least every three business days, and pay clean claims within 15-35 days depending on submission method.
