Requires school districts to maintain a 27:1 pupil-teacher ratio in grades 1-4 and comply with accreditation standards for other grades, with state aid reductions for non-compliance.

Specifies that state MAEP funds be distributed monthly to school districts by electronic transfer, with local districts required to contribute through property tax millage rates (28 mills or 27% of basic program cost, whichever is less).

Creates a Commission on Restructuring MAEP composed of 17 members including legislative leaders, state education officials, and school administrators to study and report on MAEP efficiency, funding mechanisms, and related factors by November 1, 2005, and periodically thereafter.
