Revises the definition of "at-risk pupils" under the Mississippi Adequate Education Program (MAEP) for calculating the 5% adjustment to base student cost.

For Grades K-2 and Grade 12, defines at-risk pupils as those participating in the federal free school lunch program.

For Grades 3-11, defines at-risk pupils as those scoring "minimum" and "basic" on state standardized assessments during the previous school year.

The total at-risk adjustment is calculated by summing the partial adjustments from both grade groupings (K-2/12 and 3-11).

Effective July 1, 2016.
