Requires accreditation ratings for schools and districts to be based solely on data from the immediately preceding school year, effective with the 2017-2018 school year.

Mandates the Office of the State Auditor to conduct an independent accreditation assessment and ranking of each school and school district, separate from the State Board of Education's assessment, beginning with the 2016-2017 school year.

Requires the State Auditor to publish school accreditation rankings with separate designations for student achievement scores and growth rates, showing positive or negative shifts year-over-year and by age group.

Requires the State Department of Education to submit any proposed changes to school accountability standards and a statement of estimated economic impact to the House and Senate Appropriations and Education Committees and the Legislative Budget Office one year before those standards become effective.
