Extends the repeal date of the Mississippi Pharmacy Practice Act from July 1, 2016 to July 1, 2019 and expands the repealer to include Sections 73-21-71 through 73-21-129.

Reenacts the complete Mississippi Pharmacy Practice Act with minor nonsubstantive changes to Section 73-21-73 and removes individual repealers from Sections 73-21-83 and 73-21-91.

Brings Section 73-21-125 (community pharmacy immunity from liability) and Sections 73-21-127 and 73-21-129 (prescription monitoring program and drug return procedures) under the general repealer framework.

Amends Section 73-21-126 to clarify requirements for wholesale distributors, chain pharmacy warehouses and repackagers regarding licensing, background checks, and drug pedigree tracking.

Effective date is July 1, 2016.
