Extends the repeal date of the requirement for the Boll Weevil Management Corporation to provide annual audits by November 15 from July 1, 2016 to July 1, 2020.

Audits must be performed by a certified public accountant and cover the preceding calendar year.

Establishes that assessments on cotton growers (up to $1.00 per acre for data collection and up to $12.00 per acre for management programs) are collected and held in a special trust fund for the corporation's use.

Requires at least 20 percent of registered cotton growers to vote in referenda, with a majority approval needed to implement assessment programs.

Takes effect July 1, 2016.
