Reenacts sections 47-5-901 through 47-5-909 governing conditions for state offenders to serve sentences in county jails when state correctional institutions lack capacity.

Allows offenders to serve sentences in county jails upon sentencing court order if the Commissioner of Corrections certifies insufficient space in state facilities.

Caps reimbursement to counties at $20.00 per day per offender for food and housing costs, with medical expenses paid by the Department of Corrections or its contracted provider at negotiated rates or Mississippi Medicaid rates.

Extends the repeal date of these provisions from July 1, 2016, to July 1, 2020.

Specifies that sheriffs may petition to remove inmates from county jails for just cause, such as dangerous behavior or lack of suitable medical facilities, with the commissioner required to respond within 30 days.
