Reenacts sections 57-10-701 through 57-10-709 of the Mississippi Code establishing the Small Business and Grocer Investment Act, which provides grants and loans for healthy food retailers in underserved communities.

Authorizes the Mississippi Development Authority to establish a program providing funding and technical assistance for projects including new construction of food retailers, store renovations, farmers' markets, and distribution projects that increase access to fresh produce.

Eligible applicants include sole proprietorships, partnerships, LLCs, corporations, and cooperatives that operate in Tier Two or Tier Three designated underserved communities and demonstrate commitment to selling fresh fruits and vegetables.

Funding may be used for site acquisition, construction, equipment, workforce training, predevelopment costs, and working capital, with no state funds provided directly to food retailers but only for agency administrative costs.

Extends the repeal date of the Small Business and Grocer Investment Act from July 1, 2016 to July 1, 2019, and requires the Mississippi Development Authority to submit annual reports to the Legislature on funded projects and outcome data.
