Extends the repeal date of the Mississippi Gulf Coast Region Utility Board from July 1, 2016 to July 1, 2019 in sections 49-17-707, 49-17-709, 49-17-711, and 49-17-713 of the Mississippi Code.

The utility board continues to serve as a forum for Gulf Coast Region collaboration on water, wastewater, and storm water issues, with authority to make recommendations and assist county authorities.

Board composition remains a president of each county authority plus three at-large directors appointed by the Governor for terms of 2, 4, and 6 years (subsequent terms 6 years).

Directors receive per diem and expense reimbursement but no salary, and must post $50,000 bonds; removal occurs after three consecutive missed meetings.

The utility board retains authority to hire staff, receive grants and funds, enter into contracts, conduct studies, and make recommendations regarding regional water, wastewater, and storm water services.
