Prohibits school district personnel from engaging in political activity during official duties, including using district time, property, equipment, or supplies for political purposes such as campaigning or lobbying the Legislature

Bans distribution of campaign materials to students or employees, political signs on school property, and solicitation of political activity on school grounds at all times

Requires school superintendents and school board members to remain neutral by not publicly supporting or opposing any political party, candidate, or issue (except their own campaigns)

Preserves employees' right to participate in political activities on personal time, including during authorized leave, as long as they don't coerce colleagues or misuse school resources

Establishes penalties of up to $10,000 fine for first offense; second offense within two years adds revocation of professional license and certification by the State Board of Education
