Extends the repeal date for minimum training standards for emergency telecommunicators from July 1, 2016 to July 1, 2019 under Mississippi Code Section 19-5-353.

Extends the repeal date for the 5-cent subscriber service charge funding the telecommunicator training program from July 1, 2016 to July 1, 2019 under Mississippi Code Section 19-5-357.

Maintains the existing 5-cent monthly service charge on all subscriber service lines (both private and business) to fund the Board of Emergency Telecommunications Standards and Training.

Preserves eligibility for training funds for public safety telecommunicators, emergency medical personnel, and contracted private ambulance/fire/security companies serving as part-time telecommunicators.

Takes effect July 1, 2016.
