Extends the repeal date from July 1, 2016 to July 1, 2019 for sections requiring pharmacy benefit manager licensure and financial examination (Sections 73-21-157 and 73-21-159).

Extends the repeal date from July 1, 2016 to July 1, 2019 for the section authorizing the State Board of Pharmacy to regulate pharmacy benefit managers (Section 73-21-83).

Extends the repeal date from July 1, 2016 to July 1, 2019 for the section establishing license renewal fees for pharmacists and pharmacy benefit managers (Section 73-21-91).

Maintains existing requirements that pharmacy benefit managers file annual financial statements by March 1, obtain licenses before operating, and pay examination costs; allows waiver of financial filing if an affiliate already files with the Insurance Commissioner.

Takes effect July 1, 2016.
