Reenacts the Mississippi Delta Area Workforce Training Project (Sections 57-107-1 through 57-107-7), a pilot program to improve job retention and expansion in the Mississippi Delta region through coordinated workforce assistance

Establishes a Delta Workforce Coordinator position to meet with employers, identify training needs, and coordinate with economic development entities, community colleges, and workforce investment centers

Creates a 12-member Delta Workforce Cabinet including representatives from four community colleges, Mississippi Development Authority, Department of Employment Security, and five business leaders appointed by the Governor, Lieutenant Governor, and Speaker of the House

Repeals the July 1, 2016 expiration date that would have ended the program and extends the new repeal date to July 1, 2019

Requires funding through local contributions from governmental agencies and private entities, with ability to receive matching funds from county and municipal governments
