Amends Section 21-15-33 of Mississippi Code to revise the procedure for municipal minutes to become legally valid.

Changes the requirement from "approval" to "signing" of municipal minutes by a majority of the governing body members at the next regular meeting or within 30 days, whichever occurs first.

Minutes become legally valid from the date of the meeting once signed by a majority of all governing body members.

Allows municipalities to designate by ordinance that the mayor may approve minutes instead of requiring a majority vote.

Takes effect July 1, 2016.
