Excludes powdered alcohol from the definition of "alcoholic beverage" under Mississippi's Local Option Alcoholic Beverage Control Law.

Defines "powdered alcohol" as alcohol processed to powder form that may be ingested or inhaled when mixed with liquid or used with a nebulizer.

Prohibits the manufacture, mixing, processing, sale, possession, import, export, transportation, distribution, warehousing, and storage of powdered alcohol in Mississippi.

Makes powdered alcohol subject to seizure by the Department of Revenue and forfeiture to the state.

Establishes criminal penalties for violations, including fines of $100-$500 and up to 3 months imprisonment for first offense; escalating penalties for subsequent convictions.
