Amends Section 63-25-3 of Mississippi Code to explicitly include all-terrain vehicles and off-road vehicles in the definition of "motor vehicle" under the Motor Vehicle Chop Shop, Stolen and Altered Property Act.

Clarifies that all-terrain vehicles and off-road vehicles are subject to laws prohibiting the alteration, counterfeiting, or removal of vehicle identification numbers (VINs).

Expands the chop shop statute to cover illegal operations involving all-terrain and off-road vehicles, including altering, dismantling, or storing such vehicles when known to be stolen or fraudulently obtained.

Takes effect July 1, 2016.
