Authorizes motorcycles, motor scooters, bicycles, and horse-drawn vehicles to cautiously proceed through a red light or make a turn if the vehicle is the sole occupant of a lane and does not trigger the traffic signal sensor.

Requires these vehicles to yield the right-of-way to pedestrians lawfully in crosswalks and to other vehicular traffic lawfully using the intersection.

Prohibits turns under this provision if a "No Turn On Red" sign is posted at the intersection.

Also allows these vehicles to make turns at red traffic signals with green arrows under the same conditions and restrictions.

Effective date: July 1, 2016.
