Authorizes motorcycles, motor scooters, bicycles, and horse-drawn vehicles to proceed through a red light if the vehicle is the sole occupant of a lane and does not trigger the traffic sensor to turn green.

Allows such vehicles to proceed straight through the intersection or make a turn, provided they yield the right-of-way to pedestrians in crosswalks and other lawful traffic.

Prohibits turns under this provision if a "No Turn On Red" sign is posted at the intersection.

Also permits these vehicles to make turns at intersections of two one-way streets when facing a red light with a green arrow, if the sensor is not triggered.

Takes effect July 1, 2016.
