Authorizes sheriffs, deputy sheriffs, and constables to use radar speed detection equipment on county public roads, streets, and highways that are outside municipal corporate limits and under county board of supervisors jurisdiction for maintenance.

Clarifies that municipal law enforcement radar use is limited to municipalities with populations of 2,000 or more (using latest federal decennial census data) on municipal public streets.

Permits municipal law enforcement in municipalities exceeding 15,000 population to use radar on federally designated highways within corporate limits.

Allows college and university campus police to use radar within campuses enrolling more than 2,000 students.

Prohibits Mississippi Highway Safety Patrol from setting up radar on highways within municipalities with populations exceeding 15,000 according to latest federal decennial census.

Takes effect July 1, 2016.
