Reduces the merchandise value threshold for certain shoplifting penalties from $1,000 to $500.

For first and second shoplifting convictions involving merchandise under $500, maintains misdemeanor penalties with fines up to $1,000 and/or jail time up to six months.

For third or subsequent convictions where aggregate value of all previous convictions exceeds $1,000, elevates penalty to a felony with fines up to $5,000 and/or imprisonment up to five years.

For single shoplifting incidents involving merchandise exceeding $500, establishes felony penalties with fines up to $5,000 and/or imprisonment up to five years.

Authorizes prosecutors to aggregate merchandise values stolen within the same legal jurisdiction over 30 or fewer days to determine offense severity.
