Allows first firearm permit renewal to be processed by mail or online; subsequent renewals alternate between in-person and mail/online to require in-person appearance every 10 years.

Reduces renewal fee for Mississippi residents aged 65 and older from $40 to $20 with no fingerprint processing unless needed for investigation.

Makes Department of Public Safety's option to forward applicant information to sheriffs and police chiefs discretionary ("may") rather than mandatory ("shall").

Directs Department of Public Safety to promulgate rules and regulations for certification of qualified firearms instructors, including certification standards, documentation, instructor listings, and certification fees.
