Authorizes issuance of a hardship driver's license to individuals whose licenses have been suspended for non-compliance with child support or spousal support orders.

Requires applicant to petition chancery court and establish by clear and convincing evidence that license suspension would hinder employment, including a recommendation letter from the Mississippi Department of Human Services.

Hardship license permits driving only to and from employment or during work hours, and to and from religious services; cannot be issued for commercial motor vehicle operation.

Sets hardship license fee at $25.00 and establishes a four-year term for the license; requires the license to look substantially different from a regular driver's license.

Amends Mississippi Code sections 63-1-5, 63-1-43, 63-1-47, and 93-11-157 to add hardship license as a type of operator's license and integrate it into existing licensing procedures; effective July 1, 2016.
