Creates "Noah's Law" to prohibit the sale, barter, or transfer of pure powdered caffeine products for human consumption in Mississippi.

Defines "pure powdered caffeine product" as a product consisting solely of or marketed as pure caffeine in crystalline or powdered form, excluding FDA-formulated and labeled products containing caffeine.

Exempts pure powdered caffeine used in lawful manufacturing processes, research, prescription drugs, and products approved as safe by the Federal Food, Drug and Cosmetic Act.

Establishes penalties of up to $150 for first conviction and up to $1,000 for subsequent convictions.

Preempts all local government laws, ordinances, and regulations relating to pure powdered caffeine products and prohibits local governments from enacting more restrictive rules.
