Amends Section 41-29-142 to add "drug or alcohol treatment or rehabilitation facility" to the list of protected facilities for drug sale enhancement penalties.

Expands the 1,500-foot drug sale prohibition zone to include drug and alcohol treatment or rehabilitation facilities, matching existing protections for schools, churches, parks, and youth centers.

Maintains existing penalty structure: conviction within 1,500 feet allows courts to impose up to twice the authorized penalties under Section 41-29-139(b).

Maintains existing enhanced penalties for repeat offenses: minimum 3 years to life imprisonment, or up to three times authorized penalties, for violations after a prior conviction.

Effective date: July 1, 2016.
