Creates the Jackson County Utility Authority Study Committee composed of representatives from the Jackson County Utility Authority, serviced municipalities, West Jackson County Utility District, Jackson County Board of Supervisors, and four state legislators (two senators, two representatives)

Directs the committee to examine costs to municipalities, authority budgets, environmental authority, impact on serviced municipalities, current legislative authority, and wholesale/resale relationships

Requires review of service costs including water and sewer rates, connection fees, and other consumer fees charged by the Jackson County Utility Authority

Mandates the committee meet by June 1, 2016, to organize and select leadership, with a majority constituting a quorum

Report of findings due to House and Senate conservation committees by November 1, 2016
