Restricts superintendent travel in districts with withdrawn accreditation to only travel mandated by law or prescribed by the State Department of Education.

Reduces local school board members' compensation by one-half and restricts their travel to only that mandated by law or prescribed by the State Department of Education in districts with withdrawn accreditation.

Authorizes the State Board of Education and Commission on School Accreditation to recommend the Governor declare a state of emergency in a school district if 50% or more of schools in that district are designated as failing in any one year.

Codifies existing accreditation standards and accountability system requirements for public school districts, including performance-based ratings ("A" through "F" grades) based on student achievement, growth, and graduation rates.
