Prohibits state officials, agents, or employees from enforcing federal executive orders, agency orders, or rules regarding personal firearms, accessories, or ammunition issued after July 1, 2016, if contrary to Mississippi Constitution Article 3, Section 12.

Imposes civil penalty not to exceed $1,000 on first violation, with funds deposited to State General Fund; second violation constitutes misdemeanor punishable by fine up to $5,000, imprisonment for six months, or both.

Excludes from enforcement definition any acts solely for facilitating firearm transfers under federal law.

Does not apply to court-ordered enforcement, federal law enforcement by federal authorities, or search and seizure protections under state and federal constitutions.

Effective July 1, 2016.
