Amends Mississippi Code Section 43-11-1 to define "personal care home" as any facility providing individual or group living arrangements for one or more unrelated persons with food, shelter, and personal care services, whether for-profit or non-profit and for assisted or residential living.

Requires personal care homes to register with the state health department and report the number and names of residents.

Requires personal care homes to be subject to routine inspections by the state health department to protect the health and safety of residents.

Adds "personal care homes" to the list of institutions for the aged or infirm subject to state licensing and regulation by the State Department of Health.

Effective date: July 1, 2016.
