Amends Section 49-15-40 to authorize the Commission on Marine Resources to construct, operate, and maintain multiple onshore molluscan facilities (changing from "facility" to "facilities") for testing oyster and shellfish production technologies using federal or special funds.

Expands the commission's authority to conduct tests and experiments with oysters and other shellfish beyond depuration technology to enhance production or quality of shellfish.

Allows the commission to issue permits to private enterprise to locate depuration facilities in Hancock, Harrison, and Jackson Counties if onshore molluscan depuration technology proves successful.

Requires private depuration facilities to return oyster shells to oyster reefs for replanting under department supervision and establishes rules for taking oysters from reefs for transport to depuration facilities.

Takes effect July 1, 2016, and brings forward Section 49-15-37 relating to oyster cultivation and management on public reefs.
